جماعة فاس تنظم يوما دراسيا حول منصة رخص اقتصادية Rokhas.ma
في اطار التدبير اللامادي لطلبات الرخص في مجالات الأنشطة ذات الطابع الاقتصادي تستخدم جماعة فاس المنصة الرقمية “رخص” (rokhas.ma)، هذه المنصة التي تمكن مستخدميها من معالجة لامادية شاملة، وذلك من مرحلة تقديم طلب الرخصة من قبل مقدم الطلب حتى توقيعها إلكترونيا من قبل رئيس الجماعة (أو رئيس المقاطعة).
إلا أنه خلال تنزيل هذه المنصة اعترضت المتدخلين بها مجموعة من الاشكالات والمعيقات عند معالجة طلبات المرتفقين ولحل هذه الاشكالات نظمت جماعة فاس يوم الخميس 02 فبراير 2023 بقاعة التكوين بقسم المعلوميات والتواصل بملحقة جماعة فاس ، يوما دراسيا حول منصة رخص اقتصادية Rokhas.ma لفائدة السادة رؤساء مجالس المقاطعات الست (06) وكافة المتدخلين بالمنصة على صعيد المقاطعات وجماعة فاس حيث بلغ عدد المشاركين 62 .
وقد تم تأطير اليوم الدراسي من طرف السادة:
* رئيس مجلس جماعة فاس
* السيد عبد النبي الصفر ممثل المديرية العامة للجماعات المحلية بوزارة الداخلية.
* السيد ياسر قصدي مسؤول عن منصة رخص اقتصادية بمؤسسة ريباتيس. Ribatis
* السيد محمد مارضا مسؤول بمؤسسة ريباتيس. Ribatis
كما عرف اليوم الدراسي مشاركة ممثلي الوكالة الحضرية من أجل مناقشة الاشكالات التي تطرحها المنصة والتي تدخل ضمن اختصاصات الوكالة الحضرية وهم السادة:
* السيد خاليد السيط.
* السيدة وصال بنيس.
* السيدة هدى السلطيني.
كما عرف اللقاء مشاركة السيد رضا عسل رئيس مقاطعة جنان الورد و السيد محمد دهبي مدير عام جماعة فاس
تم افتتاح اليوم الدراسي بكلمة ترحيبية للدكتور عبد السلام البقالي رئيس مجلس جماعة فاس رحب من خلالها بالسادة المشاركين في اليوم الدراسي مؤكدا على أهمية هذا اللقاء من أجل طرح مختلف الاشكالات والعمل على دراستها ومناقشتها ومعرفة التحديثات التي يجب القيام بها من أجل معالجة وتجاوز مختلف المشاكل التي يطرحها تطبيق هذه المنصة سواء على المستوى التقني أو على مستوى الاستعمال والمواكبة لضمان تدبير الكتروني سلس وشفاف للمساطر الإدارية يتفاعل معه كافة المتدخلين.
وقد تمكن جميع المتدخلين من طرح ومناقشة جميع الاشكالات التي تعترضهم أثناء معالجة طلبات المرتفقين سواء تلك التي تخص الجانب التقني أو القانوني( بطء عملية تتبع ومعالجة ملفات التراخيص – قلة التنسيق بين الادارات – الأعطال الفنية المتكررة – مشكل التوقيع الالكتروني – مشكل استخلاص الضرائب والرسوم – دفاتر التحملات – مشكل التصاميم في المناطق الخاضعة لإعادة الهيكلة . . . ).
