– طبقا لأحكام الظهير الشريف رقم 1-15-85 الصادر في 07 يوليوز المتعلق بتنفيذ القانون التنظيمي 113/14 المتعلق بالجماعات ولا سيما المواد 78 الى 82 منه.
– وتطبيقا لأحكام المرسوم التطبيقي 2.16.301 الصادر في 29 يونيو 2016 المتعلق بتحديد مسطرة اعداد برنامج عمل الجماعة وتتبعه وتحيينه وتقييمه واليات الحوار والتشاور لإعداده، وخاصة ما يتعلق بضرورة إعداد مشروع برنامج عمل الجماعة وفق منهجية تشاركية، وذلك بقيام رئيس مجلس الجماعة بإجراء مشاورات مع المواطنات والمواطنين والجمعيات وفق الآليات التشاركية للحوار والتشاور المحدثة لدى المجلس، والهيأة الاستشارية المكلفة بتفعيل مبادئ المساواة وتكافؤ الفرص ومقاربة النوع.
– نظمت جماعة فاس بتاريخ 28 يونيو 2022 بمقر الجماعة، منتدى التشخيص التشاركي مع جمعيات المجتمع المدني العاملة بالمدينة، في اطار صيرورة اعداد برنامج عمل جماعة فاس بحضور نائبة رئيس المجلس الجماعي لفاس والسادة المستشارين والسيد المدير العام للمصالح والأطر الادارية ، ومكتب الدراسات “بروك للاستشارات” المكلف بمواكبة الجماعة في عملية اعداد برنامج عمل الجماعة، وبحضور كبير نوعي ومكثف لجمعيات المجتمع المدني بالمدينة بمختلف مجالات اشتغالها المتنوعة.
– حيث تم افتتاح هذا المنتدى بجلسة عامة احتضنتها القاعة الكبرى للجماعة بكلمة للسيدة نائبة رئيس المجلس الجماعي، والتي أكدت من خلالها على الدور الدستوري الحيوي للمجتمع المدني في تفعيل الديمقراطية التشاركية، وهو ما تم تكريسه من خلال القانون التنظيمي 113/14 المتعلق بالجماعات والمرسوم التطبيقي للسيد وزير الداخلية، بالتأكيد على اشراك جمعيات المجتمع المدني في صيرورة عملية اعداد برنامج عمل الجماعة، وأن عقد هذا المنتدى يأتي في اطار تفعيل هذه المقتضيات الدستورية والتشريعية والتنظيمية، بفتح المجال للجمعيات المدنية لطرح مختلف المشاكل والحاجيات المرتبطة بمجالات اشتغالها واهتمامها الجمعوي، وتقديم تصوراتها واقتراحاتها من أجل اعداد برنامج عمل جماعي مستجيب لتطلعات ساكنة الجماعة.
– كما تناول الكلمة ممثل مكتب الدراسات “بروك للاستشارات”، حيث عرض برنامج هذا المنتدى والمنهجية التي ستعتمد في أشغاله، كما ذكر بالعناصر القانونية والتنظيمية الحاكمة لعملية اعداد برنامج عمل الجماعة، والمراحل التي قطعتها عملية اعداد برنامج عمل جماعة فاس، الذي اختير له شعار مركزي ” معا نستطيع ، من أجل برنامج عمل جماعي في قلب النموذج التنموي مستجيب لتطلعات الساكنة، والتي انطلقت بمرحلة التشخيص، حيث دشنت بالتشخيص التشاركي للقرب على مستوى المقاطعات، ثم تلاها ملتقى مع المصالح اللاممركزة، بالاضافة الى اطلاق تشاور واسع مع ساكنة الجماعة باستمارة رقمية عبر رابط اليكتروني لتجميع أكبر عدد ممكن من الآراء والاقتراحات، وصولا الى لقاء اليوم الذي يعتبر حلقة أساسية نوعية في تفعيل الديمقراطية التشاركية في اعداد برنامج جماعة فاس تجسيدا للمشاركة المواطنة،
– وفي نهاية الجلسة الافتتاحية أعلنت نائبة رئيس المجلس الجماعي لفاس، على مواصلة اشغال المنتدى التشاركي لجمعيات المجتمع المدني في اطار ورشات محورية موضوعاتية، حسب مجال اشتغال واهتمام كل جمعية، وذلك كما يلي:
المحور الأول – التنمية البشرية والنوع والخدمات الأساسية والمرافق السوسيوثقافية والرياضية
المحور الثاني – البنيات التحتية والتجهيزات الأساسية والبيئة
المحور الثالث – الاقتصاد والقطاع غير المهيكل والشغل والتشغيل الذاتي
حيث عرفت مختلف هذه الورشات تفاعلا كبيرا تجسد من خلال حجم ونوعية الاقتراحات والتصورات الجادة التي ساهمت بها مختلف الجمعيات المشاركة في جميع المجالات، والتي تشكل بحق مساهمة نوعية في اعداد برنامج عمل جماعة فاس.
وهكذا ركزت الجمعيات المشاركة في الورشة الأولى، على طرح مختلف المشاكل التي تعرفها الجماعة على مستوى الخدمات الاجتماعية الأساسية من الصحة الى التعليم الى النقل الى المرافق السوسيوثقافية والرياضية وغيرها، والمشاكل المرتبطة بقضايا النوع من النساء والأطفال والشباب وذوي الاعاقة والمسنين، كما قدموا اقتراحات ومشاريع بناءة لتجاوز مختلف أوجه النقص والقصور حول مختلف هذه القضايا، تأخذ بعين الاعتبار الرقي بالامكان البشري الجماعة.
كما طرح ممثلوا الجمعيات المشاركة في الورشة الثانية، مختلف المشاكل التي تعرفها الجماعة على مستوى البنيات التحية والتجهيزات الأساسية والمشاكل البيئية، وقدموا مقترحات للرقي بالمشهد العمراني والوضع البيئي للمدينة من خلال مشاريع تستلهم معايير التنمية المستدامة.
وعرفت الورشة الثالثة تفاعلا حول قضايا الاقتصاد والقطاع غير المهيكل والتشغيل الذاتي، والتي ركز خلالها المشاركات والمشاركون على أهمية ومحورية مدخل التنمية الاقتصادية المحلية وارتباطه الأساسي بتثمين الأنشطة الاقتصادية التي تعتبر العمود الفقري الذي ترتكز عليه المدينة في خلق فرص للشغل بشكل مكثف من جهة، وجعل الجماعة مركز جذب اقتصادي من جهة أخرى.
